RULES OF COMPETITION
These are the tournament rules and policies for the Shoot for the Cure Soccer Tournament. The Montgomery United tournament Committee and Tournament Site Directors will try to accommodate every reasonable request and inquiry in the spirit of good sportsmanship and fair play. However, these individuals must have the flexibility and final decision making authority to manage the tournament. Therefore, THE TOURNAMENT COMMITTEE AND SITE DIRECTORS shall use their sole subjective discretion to make decisions and these decisions shall be final.
 
1.   PLAYER ELIGIBILITY & REGISTRATION
  1. All teams must be affiliated with US soccer.
  2. Teams will consist of a maximum of 18 (eighteen) players including no more than 3 (three) guest players. Guest players must show a valid player pass and permission from their registered team (coach) to play as a guest player in this tournament. A player may not play for more than one team during the tournament. To make it clear, a player may only be scheduled on one team during the tournament.
  3. All coaches must register their teams Friday evening, May 14th, 2010 at a location to be announced.
  4. At registration, coaches shall:
    1. Submit a copy of a league approved roster to the MUSC Site Director or designee.
    2. Display appropriate player passes for each player.
    3. Submit completed and signed medical authorizations for each player to the MUSC Site Director or designee.
2.  LAWS OF THE GAME
All games shall be played according to FIFA laws, except as specifically modified by these rules. According to the FIFA laws of the games, ALL PLAYERS MUST WEAR SHIN GUARDS.
 
3.  GAME PREPARATION & GAME LENGTHS
Coaches and team captains must meet with Tournament Field Marshal 15 minutes before each game to:
A.                          Give game uniform information to the Field Marshal or game official so this official can determine whether a uniform change is necessary. The team listed first on the schedule is the “HOME” team and, at the direction of the Field Marshal or game official, the HOME team must change to an alternate jersey.
B.                           Toss coin to determine:
1.        Field direction
2.        Tap-off possession
C.                           Teams (including players’ parents and spectators) must be on opposite sides of the field. No one is permitted on the goal lines. Coaches are responsible for the behavior of their players, players’ parents and spectators.
D.                           ALL TEAMS MUST BE READY TO TAKE THE FIELD AT GAME TIME, READY TO PLAY. There is no warm-up on playing fields. During this tournament, the clock will continue to run when and if an injury occurs.
E.                            Approved game durations are as follows:
Preliminary Games:
U9 through U10                                      25 minute halves
U11 through U18                                    30 minute halves
 
Championship Games:
U9 through U10                                      25 minute halves
U11 through U18                                    30 minute halves
 
Championship games must have a result other than a tie. If these games end in a tie at the end of regulation, two five minute overtime periods will be played. If a tie remains after these overtime periods, a FIFA shootout will occur
 
4.  SUBSTITUTIONS
 Unlimited substitutions with the permission of the game official:
After a goal is scored
On a six yard or goal kick
On your throw in
On an injury. If a substitution is made for an injured player, the opposing team may make one substitution.
There is no substitution permitted for a player who receives a red card.
 
5.   CONDUCT
Players, coaches, and spectators must conduct themselves within the spirit of the law, as well as, within the letter of the law. Displays of temper or dissent are cause for ejection from the game and the field area.
 
A player or coach who receives a red card will not be allowed to finish the game in which the card is awarded and the player or coach will not be eligible to participate in the next game. The Site Director may impose additional sanctions, which shall be limited to restrictions related to the participation in the tournament.
 
According to EPYSA guidelines, MUSC must record and report to the home state association and the home club/league all read and yellow cards and other matters involving the conduct of a team, its players, coaches, or supporters. ACCORDING TO USSF RULE 3042, ALL MATTERS INVOLVING REFEREE ASSAULT (OR ABUSE) SHALL BE REFERRED IMMEDIATELY TO THE HOST STATE ASSOCIATIONS.
 
The home state association and the home club/league may impose additional sanctions within their respective jurisdictions for any matters arising from the tournament.
 
Alcoholic beverages, smoking and open flames are PROHIBITED at all tournament sites (North Penn School District property and Township Parks.) Please share this information with all individuals related to your team. Food and refreshments will be available at the tournament. Smokers on School District property may be subject to a civil fine not to exceed $50.00.
 
Immediately following each game, in the customary display of good sportsmanship, the teams are expected to shake hands and exchange patches at midfield.
 
6.   REPORTING OF GAME SCORES
The Field Marshal will be responsible to assure that game report forms are properly completed and signed by the referee at the completion of each game. Game scores will be reported by the Field Marshal to the Site Director in a timely manner for standings.
 
7.  DETERMINATION OF STANDINGS
Standings in each grouping will be based on accumulated points. The teams accumulating the most points shall participate in a championship game and the winner of that game shall be declared the winner for that grouping. Fist and Second place teams will receive individual awards. Points are awarded as follows?
 
WIN = 3 Points
TIE = 1 Point
LOSS = 0 Points
When points are equal the following tie-breaker sequence shall be used:
A.      Head to Head competition (2 team situations only)
B.       FEWEST goals allowed
C.       Best goal differential (maximum of +/- 3 per game)
D.      Most shutouts
E.       FIFA shoot-out under direction of the Site Director (2 team situations only)
F.       IN CASE OF A 3 GAME TIE: drop out the teams that are not part of the tie and recalculate points and goals
G.       Championship games must have a result other than a tie. If these games end in a tie at the end of regulation, two 5 minute overtime periods will be played. If a tie remains after these overtime periods, a FIFA shoot-out will occur.
H.      ALL GAMES WILL BE PLAYED WITHOUT PROTEST. A forfeited game will be declared a 2-0 score. In NO case will a team that has forfeited a game be able to advance to the finals or to receive any awards. Tournament Site Directors may change the tournament schedule and any item related to their schedule (such as game times or durations) due to inclement weather conditions, field conditions, or any other condition. All decisions of MUSC Site Directors and the Tournament Committee members are final.
 
8.  SIDELINES
Teams (including players’ parents and spectators) must be on opposite sides of the field. No on is permitted on the goal lines. Coaches are responsible for the behavior of their players, players’ parents and spectators. No coaching is permitted from spectators. Coaches are to remain within 15 yards of the midfield line. Coaches and substitutions will remain two yards behind the touchline at all times.
 
9.  INCLEMENT WEATHER
Montgomery United will not allow a game to be played in inclement weather if there is good possibility of injury to a player or damage to a playing surface. Thus, in the event of inclement weather the Tournament Director shall make the decision to proceed with one of the following alternatives:
A.                          Relocate or reschedule any game(s)
B.                           Change the duration of any game(s)
C.                           Cancel any preliminary game which has no bearing on the selection of the group winner
D.                           Postpone the entire day’s games to the rain date
E.                            Cancel the entire tournament for safety of the players and reasonable protection of the playing fields.
F.                            Preliminary games terminated after one full half of play has been completed shall be considered official; the score at the time of termination shall stand.
G.                           In the event of a canceled tournament, a refund amount will be determined by the tournament committee within two weeks of the event.
